International students can apply for the Romanian Government Scholarships 2025–2026, which are completely supported. These scholarships are offered to master’s, doctoral, and undergraduate students. Full tuition, living expenses, and a monthly stipend of up to 80 euros are all covered by Romanian government scholarships.
Numerous scholarships are awarded annually to nationals of non-EU nations by the Romanian government through the Ministry of Foreign Affairs. Candidates are only eligible if they have good educational performance, as measured by an average of the study years for the most recent school from which they graduated, of at least 7 (seven), which is the Romanian scoring system’s equivalent of a “Good” score.
Candidates may choose their preferred course of study in any discipline, with the exception of medicine, dentistry, and pharmacy. Only Romanian-language study programs are offered for bachelor’s and master’s degrees, hence advancing Romanian culture and language. At the PhD level, candidates may also choose to enroll in a program offered by the doctoral school in English or a foreign language. For individuals who do not speak Romanian, a preparation year in the language is also offered before they can enroll in their preferred course of study. Scholarship Reports
The recipient of a Romanian government scholarship will gain the following advantages:
• Paying for tuition;
• Using the Ministry of Education’s budget to cover the cost of living in the dorms, up to the amount of the subsidy allotted for this purpose (rooms will be furnished to the extent of available spaces);
• Offering financial aid in the following amounts each month: 65 EUR for undergraduate and preparatory year students, 75 EUR for master’s students, and 85 EUR for PhD students.
The cost of domestic and international transportation from the Romanian border crossing point to the university is not covered by the scholarships. In this sense, candidates need to be ready to cover the additional expenses out of pocket.
Qualifications for Government Scholarships in Romania
Candidates must meet all of the requirements listed below in order to be eligible for Romanian Government Scholarships:
- Suitable Nations: Non-EU international students, with the following exclusions:
- citizens of Romanian descent or members of the Romanian historical communities living close to Romania (eligible for various scholarship programs);
- citizens who have applied for or received protection in Romania;
- stateless individuals whose presence on Romanian territory is legally acknowledged;
- Those who received a scholarship from the Romanian government for the same study cycle;
• Members of the diplomatic and consular corps or their families;
• Members of the administrative and technical staff of diplomatic missions and consular offices accredited to Romania;
• Employees of international organizations based in Romania or relatives of employees of international organizations based in Romania;
• Present study documents issued by accredited/recognized education institutions in the country where they were issued;
• Adhere to the enrollment deadline; - Have good academic performance, as measured by an average of the study years for the most recent school that was completed, of at least 7 (seven), which is equivalent to the “Good” score in Romania’s grading system;
· Adhere to the application submission guidelines.
• For undergraduate and graduate studies, the age limit is 35 years old; for doctoral or postgraduate studies, it is 45 years old.

Which language is being studied?
The recipients of the Romanian state scholarships for undergraduate and graduate degrees only speak Romanian in order to promote the Romanian language and culture. Doctorate scholarship recipients are an exception, as they have the option of studying in Romanian or a foreign language chosen by the doctoral institution. With the exception of doctorate scholarship holders who have chosen the foreign language education program established by the doctoral school, candidates who do not speak Romanian are given a year to learn the language before beginning their university studies.
Those in the following groups are not required to participate in the Romanian language preparatory year:
• those who successfully complete the Romanian language exam, structured in accordance with the rules in effect;
• those who present a certificate of linguistic competence in Romanian, minimum level B1, issued in accordance with the rules in effect;
• those who present Romanian study documents (diplomas or certificates); or study documents, school records attesting at least four consecutive years of studies attended in Romanian in an educational unit/institution from the Romanian national system.
How to Apply for Government Scholarships in Romania
To apply for this scholarship, please adhere to the guidelines below:
(1) Fill out the online application form in its entirety.
(2) Attach the necessary files:
• Copies of the baccalaureate degree or its equivalent, as well as any applicable bachelor’s, master’s, or doctoral degrees, along with their official translations into English, French, Spanish, or Romanian, if any.
• Copies of the finished studies’ transcripts, along with any permitted translations into French, English, Spanish, or Romanian, if any.
• A copy of the official translation into English, French, Spanish, or Romanian, if necessary, and the birth certificate (or comparable document).
- A copy of the passport’s or the national identity document’s first three pages, along with the official translation into English, French, Spanish, or Romanian, if appropriate.
• A curriculum vitae in either English or French in the format specified, together with an application letter in English, French, Spanish, or Romanian for the doctorate cycle.
(3) The following documents will also be included with the application (but only if the applicant falls into the particular category listed for each document):
• A copy of the official translation into English, French, Spanish, or Romanian, if appropriate, as well as the documentation of name change, if applicable. - For graduates who do not yet have their diploma, a copy of the certificate attesting to passing the baccalaureate, bachelor’s, or master’s exam, as applicable, along with the official translation into English, French, Spanish, or Romanian, if applicable.
• A copy of the diploma attesting to the final-year student’s eligibility to appear for the graduation exam at the conclusion of the academic year, along with the official translation into English, French, Spanish, or Romanian, if appropriate.
• A copy of the transcript attesting to the applicant’s academic record up until the application file submission date, along with the approved translation into English, French, Spanish, or Romanian, if appropriate.
A copy of the certificate of linguistic competency or, if relevant, the certificate of completion of the Romanian language preparatory year.
• A copy of the notarized parental consent statement, if appropriate, and the permitted translation into English, French, Spanish, or Romanian, if the candidate has not turned 18 by the start of the courses.
Each document needs to be scanned separately and saved in.pdf format after the original.
