For international scholars and students, the MOFA Taiwan Fellowship 2025–2026 offers complete funding for study. The recipient of this fellowship will receive up to NT$60,000, one round-trip economy ticket, and NT$1 million in accident insurance (together with NT$50,000 in medical insurance for unintentional injuries).
The Ministry of international Affairs (MOFA) established the MOFA Taiwan Fellowship to provide advanced research opportunities for international specialists and researchers interested in studying Taiwan, cross-strait relations, Asia-Pacific, and Sinology at Taiwanese universities or academic institutions.

This program has so far accepted 934 scholars from 78 different countries. Similar to the APEC Scholarship Initiative, the MOFA Taiwan Fellowship offers 12 Chinese Taipei APEC Fellowship positions annually, all of which are reserved for academics and professionals from emerging APEC nations. The annual budget of MOFA determines the total number of recipients.

Scholarship Reports
The recipient of the MOFA Taiwan Fellowship receives the following advantages:
- At the start of each month, monthly grants are disbursed.
- NT$60,000 for research fellows, associate research fellows, professors, and associate professors.
- NT$50,000 for doctorate candidates, assistant professors, or assistant research fellows.
- One round-trip, subsidized economy-class ticket between the applicant’s home country and Taiwan on the most direct route to Taiwan. This site will allow you to see the maximum amount of subsidization.
- Accident insurance with NT$1 million coverage (plus a NT$50,000 medical insurance policy for unintentional injuries).
Note: Recipients of the Fellowship are not eligible to receive any scholarships from any governmental organizations, Taiwan-based public or private educational institutions, or schools during the Fellowship time. Additionally, without MOFA’s approval, recipients are not permitted to work part-time.
Qualifications for the MOFA Taiwan Fellowship
The candidate must meet each of the requirements listed below in order to be eligible for the MOFA Taiwan Fellowship:
English is a required language, and all nations worldwide are eligible.
• Research fellows at an equivalent level in academic institutions abroad or foreign professors, associate professors, assistant professors, post-doctoral researchers, doctoral candidates, or students enrolled in doctoral programs at comparable departments of foreign universities are eligible to receive this award.
• Within three months of the project’s conclusion, the beneficiaries must send MOFA their written research findings (at least 20 pages).
• The grantees shall participate in pertinent events and scholarly seminars hosted by MOFA and commissioned organizers while they are in Taiwan.
How Can I Apply for a Taiwan Fellowship through MOFA?
To apply for the MOFA Taiwan Fellowship, please complete these steps:
- After reading the application instructions, get the following paperwork ready:
- Research proposal;
- Resume (with list of publications);
- Two recommendation letters;
- One letter of approval from your institution’s top administrative director.
- Complete the web application and attach the previously mentioned files.
- Print the entire application, then mail it to the Embassy or Representative Office of the Republic of China (Taiwan).
Note: You can apply with your local ROC (Taiwan) embassy or representative office to postpone the grant’s implementation if you are currently unable to travel owing to certain circumstances. After that, the proposal will be examined by the Ministry of Foreign Affairs. Research must be finished within the same calendar year (before December 31) if approval is given.
