For international students, the Government of Ireland Scholarship 2025–2026 is a subsidized program. This grant is exclusively available for postgraduate coursework. A stipend of €22,000 per year, up to €5,750 per annul in fee contributions (including non-EU fees), and €3,250 per annul in eligible direct research expenses are all provided by this award.
Established nationwide, the Government of Ireland Postgraduate Scholarship Program is administered by the Council and funded by the Department of Education and Skills. The Government of Ireland Postgraduate Scholarship Program is unique in the Irish academic scene and enhances other postgraduate funding options available in the Irish ecosystem.

Qualifications for the Government of Ireland Scholarship Program
Applicants must fulfill the following requirements in order to be eligible for the Master’s and Doctoral Scholarships offered by the Government of Ireland in all fields:
English is a required language, and all nations worldwide are eligible.
• A bachelor’s degree with honors, first class or upper second class, or its equivalent, is required of the applicant. If the results of undergraduate exams are unknown at the time of application, the Council may give a scholarship provisionally, provided that the scholar has earned first class or upper second-class honors for their bachelor’s degree or its equivalent. A scholar must have a master’s degree if they don’t have a bachelor’s degree with honors in first class or upper second class, or its equivalent.
- The Council has the last say over whether an applicant qualifies based on these standards.
• The applicant must not have submitted two unsuccessful applications to the program in the past, including those involving strategic partners.
• The applicant must have been officially accepted by the relevant department or school and be a new student pursuing the degree for which they are to receive Council funding.
• Candidates seeking a research master’s scholarship must not be in possession of or have had a Council Postgraduate Scholarship in the past.
The only Council Postgraduate Scholarships that applicants for a PhD degree may hold or have held in the past are those that would allow them to earn a research master’s degree. Based on their nationality and place of residence, applicants will be divided into one of two categories.
• To be eligible for category I, applicants must fulfill BOTH of the following requirements: they must be citizens of an EEA or Swiss member state AND they must have lived in one of the countries for three of the five years prior to October 1st.
