International students can apply for the fully financed IIE-SRF Fellowship 2025–2026. This fellowship is available for research studies leading to a PhD. An individual health insurance policy and a stipend of up to US$25,000 are provided by the IIE-SRF Fellowship to support a visiting academic position for a maximum of one year.
In order to allow researchers to continue their work in the fields of liberty and security, the Baden-Württemberg Fund funds visiting research posts at universities and other higher education establishments in the German state of Baden-Württemberg. The IIE Scholar Rescue Fund (IIE-SRF) was founded in 2002 by Dr. Henry Jarecki, Dr. Henry Kaufman, and Mr. Thomas Russo as part of the trustees’ commitment to making rescue scholars an ongoing aspect of the Institute’s work. Since its founding in 1919, the protection of vulnerable researchers and students has been central to IIE’s purpose. IIE has demonstrated its commitment to defending the right to freedom of thought and the pursuit of knowledge throughout history, from the Bolshevik Revolution to the Hungarian Uprising.

Qualifications for the IIE-SRF Fellowship
The IIE-SRF Fellowship eligibility conditions are as follows:

• Public intellectuals, professors, and senior researchers from any nation, academic discipline, or area may be eligible.
• Academic credentials, the caliber and potential of the applicant’s work, and the seriousness of the risks the applicant faces are all taken into consideration while reviewing applications.
Scholars who possess a Ph.D. or the highest degree in their field, have extensive teaching or research experience at a university, college, or other higher education institution, are facing or have recently fled immediate, severe, and targeted threats to their lives and/or careers in their home countries or countries of residence, exhibit superior academic accomplishment and promise, and will benefit their home and/or host academic communities are given preference.
How Can IIE-SRF Fellowship Applications Be Made?
To apply for an IIE-SRF Fellowship, please take the actions listed below:
(1) Candidates can submit their applications personally or by having someone else do it for them. The following application materials are needed:
• The application.
• The academic declaration. Please include a comprehensive statement outlining your training and experience in both academia and the workplace.
• A current résumé or CV.
• An individual statement. Please give a detailed explanation of your motivation for requesting assistance from IIE-SRF.
• Two (2) professional or academic letters of recommendation from peers who can attest to your publications, research, teaching, or other advanced academic expertise.
- Two (2) personal letters of recommendation from coworkers or others who are aware of your professional background and the challenges you have been encountering. Please ask your referees to write their letters on official letterhead and email them directly to IIE-SRF at srf@iie.org if at all possible.
• A copy of your doctorate or other advanced degree
• Excerpts from your most recent study or writing projects.
• A letter from a recognized university that could be able to host your fellowship. This is not necessary.
(2). All application materials should be sent by mail, fax, or email (preferred).
