2025 UNESCO GEM Report Fellowship (Fully Funded)

Overview of the Scholarship
• Study Level: Postdoctoral
UNESCO is one of the institutions. The applicant will spend one month studying in Paris, France, and the remaining time in their home country.
• Possibility Education is the main focus. The program will run from six to eleven months. The deadline is March 22, 2025.
Scholarship Reports
The following advantages will be offered to the recipient of the Global Education Monitoring Report (GEM) Fellowship:
• Each fellow will receive a salary of up to US$19,500 for the duration of the fellowship, which can last up to 11 months, as well as full travel expenses for at least one month in Paris.
• One of the mentors from the GEM Report research team. When the fellows are living in Paris, the GEM Report team will devote three to five hours a week to mentoring and advising them; when they are stationed in their home country, this time will be two hours.
During their visit to the GEM Report team office at the UNESCO Headquarters in Paris, they were provided with a desk and a computer.
Qualifications
Applicants must fulfill the following requirements in order to be considered for the Global Education Monitoring Report (GEM) Fellowship:
The ability to draft well in English and fluency in one of the two UNESCO official languages—French or English—are prerequisites.
• All nations in the world are eligible.
• Fellows will be chosen from applications submitted by academic institutions, governmental entities, or trade associations.
Doctorate-holding candidates with experience in national policymaking, familiarity with quantitative research methodologies, and publication experience in scientific journals are invited to apply.
• A graduate-level degree from a university in a related discipline, such as education, sociology, economics, political science, psychology, demography, statistics, or psychometrics.
• Demonstrated expertise in policy analysis in a national or international agency, academic, or research setting.
• Demonstrated ability to plan initiatives in policy and/or research settings.
• Having contacts in the field of education policy would be beneficial.
• Knowledge of the educational systems in high-, middle-, and low-income nations.
• A solid understanding of and track record of using statistical methods with extensive survey data. It would be advantageous to have prior experience with statistical analysis software like Mplus, R, STATA, SPSS, or SAS.
From a fresh angle, the research proposal should tackle a significant policy issue in connection with the next GEM Report. It should situate the work within the ongoing policy discussion surrounding SDG 4, the worldwide education target, and provide a brief overview of the possible contributions this research could make to education and policymaking.
• Pertinence to the GEM Report: A compelling argument for how the work might advance the GEM Report will be presented in a successful proposal:
• Describe the policy issues to be answered, the policy areas of interest, and how the research will advance quality, equity, inclusion, and access in educational systems.
Explain why the materials in the GEM Report and thematic or geographic research areas are especially well-suited to answering those queries.
• Explain how the study links to thematic concerns of upcoming GEM reports or monitoring issues mentioned in previous GEM reports.
• Information and techniques: The following should be covered in the proposal: • the methodologies and statistical procedures that will be used to develop the research project; • the data that will be utilized to build the research project, including the primary variables.
• Materials: The plan ought to include: • a feasible timeline.
• the duration, justifications, and anticipated advantages of doing a portion of the study project in Paris.

How Can I Apply for a Fellowship in Global Education Monitoring Reporting (GEM)?
To apply for this scholarship, please take the following actions:
(1) English is the required language for applications.
(2) The following details must be supplied by applicants:
• A CV in the format of the UNESCO CV template.
• One page that includes the project’s title, length, budget, and a 150-word abstract.
• A project proposal that includes the following details and is no more than five pages (2500 words) in length:
• The project’s goal or research question.
• Applicability to the GEM Report.
• suggested methodology and data.
• Resources and schedule.
• In order to support their application, applicants must submit three references.
(3) Application materials should be sent to gemreport.fellowship@unesco.org. Note: The GEM Report team will review and evaluate applications based on the previously mentioned criteria, as well as factors including quality, potential, and originality in addition to the applicant’s credentials and performance history. Applicants that make the short list can be asked to attend a review meeting to discuss minor changes to their proposal. Feedback on proposals that were not chosen will not be available from the GEM Report team.
